Mature & Vice are always together, & since I know so little about their background, I'm going to write both backgrounds together. Mature & Vice are Rugal's secretaries (The boss in KoF 94, 95 & 98). Amoung their many duties, they are the organizers for the KoF series. Now it turns out that they are actually part of a secret organization sent to spy on the best & brightest fighters, & in particular people with Orochi blood in their veins. I belive that this is partly where Rugal gets his powers from, or at least I know he's experimenting with it, so it turns out they've been spying on him since the begining. How about that!
Anyway, just like Rugal, they also seem to be 'enhanced' beyond normal training & hard work. Although both Mature & Vice share the same fighting style (and taste in clothing), they both fight very differently. Mature is very calm & collected, & sticks to kicks & focus based attacks. Vice is very agressive, perhaps bloodthirsty (maybe even a tad insane as well) & uses mainly grabs, mixed up with a barage of punches & some air superiorty.
