The Big Iron Ball is one of the huge metal balls they attach to the feet of convicts to keep them from running away. Chang is so large, however, he can pick it up & use it as a weapon. Wild Ball Attack
Description: Chang runs accross the screen and smacks his opponent with his massive gutt. If this attack scores damage AND is not Blocked, Chang then proceeds to follow it up with one hit from his weapon for each dot of weapon Technique he has, & the procedes to finish it with one of 6 special manevuers: (Flash Kick, Bezerk Ball, Air Smash, Sliding Iron Ball, Iron Ball Sweep, or Taunt.) Don't forget to add whatever affects the final maneuver has (Knockdown, Aerial, Projectile Dodge, etc.)

I'm fairly sure Chang is an escaped convict who just happened to stuble across Kim Kaphwan, & Kim, being the goody goody that he is, is trying to reform Chang by training him. Chang is SURPRISNGLY agile for someone of his size, but someone like Cammy or Fei Long will still run circles around him. Chang is a big guy, & SNK loves to make fun of it. For his intro pose, he bangs his head repeatedly against his metal ball! When in the background in KoF, he's sitting on the ground chowing down some food until his turn comes up. Alot of his attacks end up as comical failures, or even more comical sucesses when you're sure he's missed a flash kick, & then lands on top of his opponent! He's could be fun to fight against, if your players are in a goofy mood, but don't ever let him actually hit somebody with the ball, he could easily knock out anyone with a lucky hit...
